Role
Under the council-manager form of government, the Board of Commissioners sets policy and the City Manager carries it out. The Manager oversees all department directors, prepares the annual budget for the Board's consideration, executes contracts, and represents the City in its dealings with other governments.

Every department listed under Departments reports through the Office of the City Manager.
