Starting a business in Mount Airy

The order of operations for opening in city limits or the extraterritorial jurisdiction — zoning first, then signage, then building. Some steps are ours; one is the county's.

Step 1 — Change in Use zoning permit

A Change in Use permit from the Planning Department is required before you begin operating any business in city limits or the extraterritorial jurisdiction — even in a space that used to house another business. This confirms the intended use is permitted under the zoning ordinance.

Step 2 — Sign permit

A sign permit is required before any new signage is installed. Historic-district properties may have additional review requirements.

Step 3 — Building permits (county-issued)

Building permits are issued by Surry County Building Inspections, not the City. The county office is at 122 Hamby Road, Dobson, NC. Interior renovations, new construction, and most trade permits go through them.
